Ensuring the security of energy supply is a top priority for national stability and development. Summarizing and describing Russia's energy strategy in combination with the Ukrainian crisis, the decline in world oil prices, etc. With global warming, the strategic value of the Arctic region increases, therefore, in May 2014, the Russian President signed the law “On the land territories of the Arctic zone of the Russian Federation”. Energy cooperation between China and Russia in the Arctic region is still at an early stage. The forms of cooperation between China and Russia in the Arctic region cover different areas. Further deepening of the Chinese-Russian energy cooperation is opposed by the harsh natural environment, the aggravated international situation in the Arctic, the participation and competition of third countries, as well as the problem of mutual political trust between China and Russia. Therefore, energy cooperation between China and Russia has a long way to go. However, the interests of political and economic cooperation between the two countries coincide with each other.
