XIX съезд КПК: значение для Китая и его внешней политики. 19th National Congress of the Chinese Communist Party: significance for China and its foreign policy

Статья посвящена XIX съезду КПК и его значению для внутренней и внешней политики Китая. Как показал съезд, руководству во главе с Си Цзиньпином удалось решить задачи консолидации власти, преодоления внутренней борьбы и укрепления авторитета компартии, а также повысить влияние Китая на мировой арене. В качестве основы внешней политики выдвинута концепция «единой судьбы человечества». Существенные перемены во внешнеполитическом курсе КНР маловероятны. Пекин по-прежнему будет исходить из принципа невмешательства и выступать за мирное решение конфликтов. Вместе с тем, он намерен укреплять свои международные позиции и защищать свои интересы. После съезда Пекин сохранит, а, возможно, усилит внимание к Африке.

This article devoted to XIX Chinese Communist Party Congress and to the effects of this event for China internal and foreign policy. As the result of the Congress, the Chinese leaders headed by Xi Jinping were able to solve the problems of power consolidation, overcoming internal struggle and strengthening the authority of the Communist party, as well as to increase China's influence in the world scene. The concept of «common future of mankind» has been put forward as an ideological basis of Chinese foreign policy. Author makes the conclusion that the substantial changes in China's foreign policy are improbable. Beijing will guided as always by the principle of non-interference in international affairs and peaceful resolution of conflicts by negotiations. At the same time, China intends to strengthen its military power, international positions and defend its interests where they are threatened. There are also reasons to suppose that after the congress China will keep and probably intensify attention to Africa.

本文旨在十九大及其对中国内外政策的影响。这次大会，以习近平为首的中国领导人能够解决巩固权力、克服内部斗争和加强共产党威信的问题，并增加中国在世界舞台上的影响力。“人类共同前途”是中国对外政策的思想基础。作者认为，中国外交政策不可能发生实质性变化。北京将一如既往地遵循不干涉国际事务、通过谈判和平解决冲突的原则。与此同时，中国打算加强其军事力量和国际地位，并在利益受到威胁的地方捍卫自己的利益。在大会之后，中国也许将继续或加强对非洲的关注。
